The National Strategic Toilet Paper Reserve (NSTPR) is a stockpile of household toilet tissue maintained by the United States federal government for release during national shortages. Established in 1988 under Title IV of the Unnecessary Research Act of 1987, it is the largest known reserve of toilet paper in the world, holding approximately 1.1 billion rolls as of September 2026 in two principal storage sites: a network of salt caverns near Bayou Sorrel, Louisiana, and a decommissioned missile silo near Hays, Kansas.

For most of its history the Reserve was regarded as an emblem of federal excess and was the subject of repeated defunding efforts. Its first and, to date, only drawdown took place during The Great Toilet Paper Crisis of 2026, when approximately 1.1 billion rolls, or 61 percent of the stockpile, were distributed over 67 days.

History
Establishment
The Reserve originated in a 1986 study by the Office of Marginal Inquiry, the predecessor of the United States Department of Unnecessary Research, Household Tissue Continuity Under Hypothetical Conditions, which modelled a scenario in which domestic toilet paper production ceased for 90 days. The study, which ran to 1,140 pages, concluded that such a scenario was "extremely unlikely" but that its consequences would be "unpleasant in ways not adequately captured by economic metrics". Senator Everett Lindqvist of Minnesota inserted a provision establishing the Reserve into the Unnecessary Research Act of 1987, reportedly during a late-night markup session at which few other members were present.

The first shipment, 40 million rolls of two-ply tissue, was placed in the Bayou Sorrel caverns on April 1, 1988. The date has led to persistent claims that the Reserve began as a joke, a suggestion the agency has consistently rejected.

Cold War and the 1990s
During the late 1980s the Reserve was briefly classified as a civil defense asset, and its Kansas site was acquired in 1993 from the Air Force for one dollar. The silo, which could hold 410 million rolls, required extensive modification, including the installation of dehumidifiers and the removal of a sign reading "AUTHORIZED PERSONNEL ONLY – LAUNCH CONTROL". In 1996, the Reserve procured 200 million rolls of an "economy" grade under a cost-saving directive; this grade was later described by the agency's own quality testers as "structurally similar to wax paper" and remained in storage until 2026.

Near-releases
The Reserve came close to a drawdown on three occasions before 2026. In 1999, during preparations for the Year 2000 problem, the Administrator placed the Reserve on "heightened readiness", which consisted of moving 30 million rolls nearer the cavern entrance. In 2008, a regional shortage in the Southeast following a warehouse fire prompted a formal request for release from one of the region's governors, which was withdrawn when private shipments arrived the following day. In 2011, a brief shortage in Lesser Tumbleton, Minnesota, caused by the closure of a hardware store for inventory, was considered by Reserve staff but judged "too small and too short".

Defunding attempts
Between 1991 and 2025, Congress voted on 23 amendments to abolish or defund the Reserve, all of which failed. In 2009, a Senate witness described it as "the single least necessary federal asset". Its survival has been attributed to its modest budget, to the fact that the rolls would have to be stored somewhere if the Reserve were abolished, and to the support of members representing the districts where its facilities are located.

2026 drawdown
The Great Toilet Paper Crisis of 2026
On March 24, 2026, during The Great Toilet Paper Crisis of 2026, the President authorized the Reserve's first release. Administrator Lorraine Pettibone-Haas, who had joined the agency in 1991 as a humidity inspector, coordinated distribution through 31 regional depots. The release was delayed by the requirement under the Reserve's protocols of "three consecutive days above 85 percent shelf vacancy and a signed letter"; the letter was delayed by a printer jam.

Following the crisis, the Household Tissue Continuity Act of September 2026 increased the Reserve's budget by 40 percent and authorized the purchase of 400 million surplus rolls from manufacturers. Pettibone-Haas had told reporters at the start of the release that the agency was "very glad, frankly, to be asked".

Operations
Storage
Rolls are stored on pallets in climate-controlled chambers held at 41 percent relative humidity. The Bayou Sorrel caverns, originally excavated for an unrelated purpose, extend to a depth of 1,800 feet. Each roll is marked with a lot number and a "readiness date". The Reserve maintains an inventory of single-ply and two-ply tissue in a ratio of 1:3, a ratio which has been reviewed eleven times since 1988 and has never changed.

Rotation
To prevent deterioration, the Reserve rotates its stock on an 18-month cycle, selling aging rolls to federal agencies, prisons and national parks and replacing them with new stock. The Deputy Administrator for Rotation oversees this process. Critics have pointed out that, until 2026, the Reserve's principal function was in effect to supply the federal government's own bathrooms at a slight delay.

Inspection
Every chamber is inspected weekly. Inspectors check humidity, pallet integrity, and the "squeeze index", a measure of softness developed by the Department of Unnecessary Research in 1990 that involves a calibrated mechanical thumb. The mechanical thumb is housed in Baton Rouge and is itself inspected annually.

Staff and governance
The Reserve employs 214 people, of whom 96 work at the Bayou Sorrel site, 71 at the Kansas silo and 47 at headquarters in Baton Rouge. Its Administrator is appointed by the President and reports to Congress annually in a document known as the Readiness Statement, which has contained the sentence "The Reserve remains ready" in every edition since 1989. Scientific oversight, including the testing of new stock and the calibration of the squeeze index, is provided by the United States Department of Unnecessary Research under a memorandum of understanding signed in 1990. The two bodies have occasionally disagreed; in 2004 the Department recommended that the Reserve's single-ply holdings be eliminated, a recommendation the Reserve declined on the grounds that "preferences change".

Reception
Public opinion of the Reserve changed markedly after 2026. A poll taken in May 2026 found that 74 percent of respondents approved of the Reserve, compared with 12 percent in a 2019 poll, in which 51 percent of respondents had been unaware that it existed. The International Association of Professional Yappers named Pettibone-Haas its "Public Servant of the Year", though she did not attend the ceremony. The Reserve has been proposed as a model for similar stockpiles of other goods, including a Strategic Gravy Reserve linked to proposals for a Gravy standard, and a strategic stockpile of fourth socks.
