The International Association of Professional Yappers (IAPY, usually pronounced "yappy") is a professional association that certifies, regulates and represents people who talk continuously, at length and without a clear destination. Founded in 1958 in Toledo, Ohio, by the insurance salesman Harold P. Wexley, the association is headquartered in Fort Wayne, Indiana, and reported 38,214 members across 41 chapters in 2025. It is the largest organization of its kind, ahead of the much smaller Concise Yappers Guild and the Federation of Independent Ramblers, both of which originated as breakaway factions.

The IAPY administers a five-tier membership structure, a three-part certification examination leading to the Certified Professional Yapper (CPY) credential, and the annual Yap-Off, a continuous-speech championship first held in 1962. The association publishes the quarterly Yapper's Digest and, since 2003, has co-sponsored a recurring "Discourse and Duration" feature within the Confirmation Studies section of the Journal of Applied Redundancy.

The association has been the subject of several internal schisms, most notably the "Brevity Heresy" of 1974 and the "Podcast Question" of 1999. It has also been criticized by noise-abatement groups, by the United States Department of Unnecessary Research, whose 2011 study concluded that IAPY events produced "no measurable output other than themselves", and by former members who described the certification process as "an extended interview with no interviewer".

History
Founding (1958–1961)
According to the association's official history, Harold P. Wexley conceived of the organization after being asked to leave a 1957 regional insurance convention in Columbus, Ohio, for continuing to speak through the closing benediction, the hotel's fire drill and the departure of the last attendee. Wexley later wrote that he had "looked around the empty ballroom and realized there must be others".

The first meeting of what was then called the Toledo Conversational Endurance Society took place on March 14, 1958, in the back booth of Kessler's Diner on Monroe Street. Seven people attended. Minutes kept by Wexley's sister-in-law, Ruth Haverkamp, record that the meeting lasted nine hours and forty minutes, produced no motions, and ended when the diner closed. A second meeting the following week adopted a constitution of 14,000 words, which Haverkamp described in a later interview as "mostly preamble".

The society grew through word of mouth, which historian Margery Hollis has called "the only recruitment method it was ever likely to adopt". By 1960 it had 212 members in Ohio, Michigan and Indiana. The present name was adopted at the 1961 general assembly in Fort Wayne, Indiana, after a debate on the word "International" that lasted, by most accounts, two days, although no member present could name a foreign chapter. The first non-American chapter, in Windsor, Ontario, was chartered in 1966.

Expansion (1962–1990)
The first Yap-Off was held in 1962 (see below), and the association's emblem, an open mouth surrounded by concentric sound waves, was adopted in 1964 after a design competition with 340 entries. The emblem's designer, a sign painter from Elkhart named Vernon Tisch, reportedly spoke for forty minutes when accepting his $50 prize.

In 1971 the IAPY purchased a former funeral home on West Berry Street in Fort Wayne and converted it into its headquarters, named Wexley House. The building's soundproofing, originally installed for its previous use, was cited by the board as "the decisive factor". Membership passed 10,000 in 1979, the same year Wexley published his memoir Never Stop: A Life in Words, which runs to 1,112 pages and contains no chapter breaks.

Modern era (1991–present)
Wexley stepped down as president in 1993 and was named Founder-for-Life, a position with no defined duties that he interpreted as permission to address any committee meeting without notice. He died in 2011. Under presidents Glenna Mortensen (1993–2008) and Phillip Ashby-Noor (2008–2019), the association professionalized its examinations, adopted a code of conduct and opened chapters in the United Kingdom, Ireland, Australia, the Philippines, Germany, South Africa, New Zealand and Iceland.

Darlene Okafor-Pruitt, a former call-centre trainer from Dayton, Ohio, was elected president in 2019 on a platform of "modernization and, where possible, longer meetings". In 2024 she oversaw the IAPY's mediation of a dispute between three floors of an office building in Columbus, which was later cited as a precedent during negotiations on the 2024 amendments to the Office Microwave Accords.

Organization
The IAPY is governed by a 31-member Board of Directors elected by the general assembly, which meets annually in conjunction with the Yap-Off. Board meetings have no fixed adjournment time; a 2009 bylaw amendment provides that a meeting ends "when the last director present has concluded, or at sunrise, whichever is later". Day-to-day administration is the responsibility of the Secretary-General, currently Barnaby Quist, who has held the post since 2016 and is the only senior officer not required to hold the CPY credential.

The association maintains a Standards Committee, an Ethics Committee, a Tangents Review Panel, and a chaplaincy. Its chaplain since 1998, Fr. Desmond Achterberg, delivers an invocation before each Yap-Off final; the shortest on record lasted 52 minutes.

Membership tiers
Membership is divided into five tiers. Advancement depends on examination results, years of continuous membership and, for the senior tiers, nomination by existing members. The tier names were standardized in 1977; earlier records use terms including "Talker", "Senior Talker" and "Mr. Wexley's Friend".

Applicants for Associate membership deliver a 20-minute monologue on a topic drawn at random from a list maintained by the Standards Committee. Recent topics have included "Gutters", "My cousin's divorce, in detail", and "The Great Toilet Paper Crisis of 2026: a personal account". Pausing for more than four seconds results in automatic deferral.

The Yap-Off
The Yap-Off is the association's annual championship and its principal public event. First held on August 4, 1962, in the gymnasium of a Toledo junior high school, it has been staged every year since, except in 1977, when the venue's caretaker locked the building during the semi-finals and the competitors continued on the steps until the event was declared void.

Format
Competitors speak continuously while seated at individual lecterns. Judges score each competitor on four criteria set out in the Yap-Off Rulebook:
* Duration – elapsed time without a pause exceeding three seconds;
* Tangent density – the number of distinct subject changes per hour, measured by a panel of three Tangent Judges;
* Recovery – the ability to return to the opening topic after at least six tangents, scored on a 10-point scale;
* Listener attrition – the proportion of the volunteer audience that leaves during the competitor's turn, with higher attrition scoring higher.

Water may be consumed through a straw without interrupting speech. Competitors may not read, sing, recite memorized material, or "list things", the latter defined in Rule 14(c) as "naming more than eleven items of the same category in succession". Rule 14(c) was introduced in 1988 after the finalist Merle Gunderson recited the names of Minnesota lakes for six hours.

Records
The longest recorded Yap-Off performance belongs to Lorraine Duboisky of Hamtramck, Michigan, who spoke for 61 hours and 14 minutes at the 1987 final in Grand Rapids. The performance began with a complaint about a parking ticket and, according to the official transcript, returned to it at hour 58. The record has been unchallenged since 1994, when the Standards Committee capped final rounds at 48 hours on medical advice.

The highest tangent density, 212 subject changes per hour, was set by Kwame Adjei-Lindstrom at the 2016 final. Two Tangent Judges resigned during the performance.

The 2019 final, held in the VFW hall of Lesser Tumbleton, Minnesota (population 412), drew more competitors and support staff than the town had residents. It is often cited as a reason the town later accepted unusual candidates for public office, although this connection has been described as "speculative at best" by the Tumbleton Weekly Acorn. The champion receives the Golden Larynx, a bronze trophy in the shape of a human throat, and a one-year term as the association's "Voice", a ceremonial role that involves addressing the general assembly at a length of the holder's choosing.

Certification
The Certified Professional Yapper credential was introduced in 1984 and is the association's main professional qualification. Holders are entitled to use the post-nominal letters CPY. According to the IAPY, about 61% of CPYs work in sales, broadcasting, customer service, ministry, local government or academia; the remainder are described in the annual report as "self-directed".

Examination structure
The examination is administered twice yearly at eleven testing centres and consists of three parts:
# Part I: Written Elaboration. Candidates are given a prompt such as "Describe your morning" and must produce a written answer of at least 6,000 words in three hours. Answers that address the prompt within the first 1,000 words are marked down.
# Part II: Oral Endurance. A four-hour continuous monologue before two examiners, who are permitted to look at their watches, sigh, and begin packing their belongings, but not to speak.
# Part III: The Elevator. The candidate enters a lift with a trained actor playing a stranger and must sustain a one-sided conversation for the duration of a ride of fourteen floors, which the examiners extend by pressing additional buttons. The candidate passes if the actor exits at a floor other than their stated destination.

The overall pass rate for 2015–2025 was 34%. Part III has the lowest pass rate, at 41%; the CPY Candidate Handbook attributes most failures to candidates "asking the stranger a question and then waiting for the answer".

Continuing education
CPYs must complete 30 hours of continuing professional development every two years. Approved activities include attending IAPY seminars, leaving voicemails exceeding the recipient's mailbox limit, and "holding forth at a family gathering", which must be verified in writing by a relative. In 2023 the association added a module on online forums, after the Great Wi-Fi Password Schism demonstrated what the Standards Committee called "the latent yapping potential of the comment thread".

Schisms
The Brevity Heresy (1974)
The association's first major split arose at the 1974 general assembly in Kalamazoo, Michigan, when a faction led by the Detroit Chapter's Arthur Pemble proposed that a member's standing be judged by "the quality, rather than the quantity, of what is said". Pemble's speech in support of the motion lasted eleven minutes, which opponents described as "provocative". The motion was defeated by 611 votes to 94 after a debate of 27 hours, and Pemble's supporters left to form the Concise Yappers Guild, which has approximately 300 members and holds its annual meeting in a single afternoon.

Relations between the two bodies remained hostile until 2002, when they signed a memorandum of understanding. The IAPY's copy of the memorandum is 83 pages long; the Guild's copy is one page and is reportedly identical in substance.

The Podcast Question (1999–2008)
The rise of recorded internet audio prompted a decade-long debate over whether pre-recorded yapping could count toward certification hours. Traditionalists, led by Wexley himself, argued that recorded yapping "lacks a victim in the room"; reformers argued that recorded formats allowed "audiences of unprecedented reluctance". A compromise adopted in 2008 permits recorded material to count for up to 40% of continuing-education hours, provided that it was "not edited in any way that would shorten it".

Federation of Independent Ramblers (2016)
In 2016, about 2,100 members, mostly from the West Coast chapters, left the IAPY to form the Federation of Independent Ramblers, objecting to the Tangents Review Panel's introduction of a "recovery" score. The Federation's founding statement held that "a true ramble returns to nothing" and that the requirement to circle back to an opening topic was "a capitulation to the listener". The Federation's declaration has never been formally completed; its published version ends mid-sentence with an editor's note reading "continued at the next meeting".

Criticism
The IAPY has been criticized on several grounds. Noise-abatement organizations, including the Midwest Coalition for Quiet Rooms, have campaigned against Yap-Off events since the 1980s, arguing that their multi-day duration violates municipal ordinances in at least nine host cities.

The United States Department of Unnecessary Research studied the 2010 Yap-Off at a cost of $412,000 under the Unnecessary Research Act of 1987. Its 340-page report found that the event's informational content was "statistically indistinguishable from zero" and recommended a follow-up study, which was funded. The IAPY welcomed the report, describing it as "a thorough and generously long document".

Other criticism has focused on the certification process. A 2018 article in The Business of Talking found that CPY holders were no more likely than uncertified yappers to be hired in sales roles, and that some employers regarded the credential as "a warning rather than a qualification". Former members have also alleged that the association's internal disciplinary hearings are excessively long; a 2014 hearing into a dues dispute of $45 lasted eleven days.

The association's chosen pronunciation, "yappy", has also been criticized as undignified. A 1996 motion to adopt the pronunciation "eye-ay-pee-why" was withdrawn after its sponsor was unable to finish introducing it within the time allotted.
